How Courageous US Whistleblowers and the FBI Brought Down a Corrupt Lawyer and Two Corrupt Judges: As Reported on CNBC

In the quiet, winding hollows of eastern Kentucky, the American dream was being systematically harvested, packaged, and sold to the highest bidder. At the centre of this multi-million-dollar scam was Eric C. Conn, a flamboyant, billboard-loving attorney known as “Mr. Social Security.” For years, Conn lived like a king, driving luxury cars and plastering his face across the region with the slogan, “Trust Eric.”

But behind the slick hair and cowboy boots lay one of the most brazen judicial and legal corruption scandals in U.S. history. As chronicled in chilling detail on CNBC’s hit true-crime series American Greed, Conn’s empire wasn’t built on legal acumen. It was built on forgery, bribery, and a corrupt administrative law judge.

And it may have gone on forever, if not for two heroic whistleblowers—and the dark, terrifying lengths to which the conspirators went to silence them.

The $600 Million House of Cards

The scheme was as simple as it was devastating. Conn needed a judge who would rubber-stamp his clients’ Social Security Disability applications, regardless of their validity. He found his man in Administrative Law Judge David Daugherty.

For years, Conn and Daugherty engaged in a corrupt quid pro quo. Conn fed thousands of fraudulent disability claims into Daugherty’s courtroom, complete with forged medical evaluations provided by compliant doctors. Daugherty approved them en masse. In return, Conn funnelled hundreds of thousands of dollars in secret kickbacks to the judge. The cost to American taxpayers? Over $600 million.

While the payouts flowed, the integrity of the Social Security system bled. But eventually, the math didn’t add up, and the ghosts in the machine caught the attention of two insiders at the Social Security Administration’s Office of Inspector General (OIG): Jennifer Griffith and Sarah Carver.

The Whistleblowers and the Surveillance State

Griffith and Carver were agency employees who noticed something deeply abnormal: an impossibly high volume of disability claims originating from Conn’s office and routed exclusively to Judge Daugherty.

When Griffith and Carver began pulling the threads of this corrupt tapestry, they didn’t just meet bureaucratic resistance—they became targets of a chilling, mafia-style intimidation campaign orchestrated by Conn and his co-conspirators.

As featured on American Greed, Conn and his inner circle realised that Griffith and Carver were getting too close. In a desperate attempt to discredit them, the conspirators launched a concerted campaign of stalking and harassment. Private investigators were hired to tail the female whistleblowers. They were filmed, watched, and monitored in their daily lives. The goal was to dig up dirt—fabricate scandals, find personal vulnerabilities, or simply terrify them into dropping the investigation.

It was a dark, psychologically exhausting ordeal. Yet, despite being watched in their own neighbourhoods and knowing the immense power and wealth wielded by Conn and his allies, Griffith and Carver refused to back down. Their courage laid the vital groundwork for federal intervention.

Enter the FBI

The relentless persistence of Griffith and Carver eventually breached the wall of silence, drawing the full weight of the Federal Bureau of Investigation (FBI) into the case.

Federal agents launched a sweeping investigation into the eastern Kentucky legal mafia. What they uncovered shocked even seasoned investigators. They found that Conn wasn’t just gaming the system; he was buying it. Aside from Judge Daugherty, the FBI’s net soon caught another massive fish: Circuit Judge C. David Andrus. Judge Andrus was implicated in helping cover up the scheme and protecting the corrupt pipeline of cash and favors.

The house of cards collapsed with stunning speed. In 2016, federal indictments came down like a hammer. Conn, Daugherty, and a network of co-conspirators were charged with massive fraud, bribery, and conspiracy.

The Outcome: Justice Served

The fallout of the Conn scandal was historic.

Eric Conn: Realising the walls were closing in, Conn initially pleaded guilty and was sentenced to 12 years in prison. However, true to his scammer roots, Conn cut off his GPS tracking ankle monitor in 2017 and became a fugitive, sparking a nationwide manhunt. He was captured six months later living in a trailer in Honduras. His sentence was subsequently increased to 27 years in federal prison.
Judge David Daugherty: Facing federal corruption charges, Daugherty pleaded guilty to accepting kickbacks and committing fraud. He was sentenced to four years in federal prison and stripped of his judgeship and law license.
Judge C. David Andrus: Andrus faced the consequences of his involvement, suffering the disgrace of disbarment, six months in a federal prison, and criminal convictions related to the corruption network.
The Victims: In the wake of the scandal, thousands of innocent people who had legitimately relied on Conn for their disability benefits suddenly found their cases under review, causing widespread panic and hardship. The Social Security Administration had to scramble to re-adjudicate thousands of files, though special provisions were eventually made to protect truly disabled claimants.
A Legacy of Courage

Today, the story of Eric Conn stands as a cautionary tale of greed run amok. But more than that, it is a testament to the power of truth and the extraordinary bravery of ordinary people.

As captured so vividly on American Greed, Eric Conn thought he could buy judges, silence critics, and outsmart the federal government. He forgot to factor in Jennifer Griffith and Sarah Carver—two whistleblowers who refused to be filmed into submission, and whose unyielding integrity ultimately dismantled a half-billion-dollar empire of corruption.
